The Office of Management and Budget shall establish the necessary guidelines regarding the process for the cancellation of contracts for cellular phone units in each agency in order to adopt a uniform procedure which shall apply to every agency of the Executive Branch and that allows for the implementation of controls in spending in cellular phones pursuant to what is established in this chapter. The [Legislative] Branch, the Judicial Branch, and all municipalities shall approve the procedures needed to enable the implementation of controls regarding the expenses for the use of cellular phones, pursuant to what is established in this chapter.\nHistory —May 25, 2006, No. 105, § 5, eff.
