The Executive Director of the Office shall also have the following powers and duties:\n(1) To plan, supervise, and direct the operations of the Office.\n(2) To devise the Annual Strategic Plan for Audits, Evaluations, and Investigations to be carried out by the Office, which shall be submitted to the Committee for approval.\n(3) To submit to the Office of Management and Budget the annual budget request of the Office, with the previous approval of the Committee.\n(4) To appoint the personnel he/she deems necessary for the operation of the Office; as well as to contract expert professional services, as he/she deems convenient, to collaborate in investigations and evaluations in more complex areas.\n(5) To establish a professional betterment system aimed at increasing personnel effectiveness in the Office through the development of policies, standards, and strategies that allow for a well-trained staff with required skills.
