With respect to any debt incurred by a participant that is secured by his/her contributions accrued in the Retirement System, it is hereby provided that the benefits provided for in subsections (b) and (c) of § 8883 of this title shall be used to settle, firstly, any outstanding obligations incurred by the participant with the Retirement System.
