The Director of the Planning Office or, in his/her absence, a qualified employee of each agency of the Government of Puerto Rico shall devise an Annual Performance Plan covering each program activity included in the budget of such agency. Starting on May 1st, 2012, such plan shall be filed with the Office of Management and Budget every year, not later than May 1st.
