Except as otherwise provided by law or Executive Order, government units are hereby required to reinvest any corresponding net savings in cost reduction measures, capital improvements, and the acquisition of goods and services that shall result in the improvement of services rendered to citizens, subject to the government unit's ability to meet all its obligations under the energy savings performance contract.\nHistory —Jan. 17, 2012, No. 19, § 2.17.
