The Secretary of Health shall be the Head of the Department of Health, as provided by §§ 5 and 6 of Art. IV of the Constitution of the Commonwealth of Puerto Rico, and shall be charged with all matters provided by law, related to public health, sanitation and welfare, except those related to maritime quarantine services.
