The Secretary of Health may, provided it is not in conflict with legislative provisions, establish or reorganize, consolidate, or eliminate, divisions, bureaus, services, and offices, for the best conduct of the Department, and he shall appoint all the personnel necessary for the functioning of the Department in accordance with the Puerto Rico Public Service Personnel Act, §§ 1301—1431 of this title.
