(a) The Secretary of the Treasury of Puerto Rico is hereby authorized to advance and place at the disposal of the Secretary of Health, as he may request, the necessary funds from any available general funds not otherwise appropriated, to facilitate the carrying out of the public health programs shared by the federal government.(b) The Secretary of Health shall accompany each requisition for funds referred to by this section, by the necessary evidence to prove that the advances requested are guaranteed by federal appropriations.(c) All advances made pursuant to the provisions of this section shall be reimbursed to the Commonwealth General Fund as soon as the corresponding federal funds are available.
