This Special Law is hereby enacted by virtue of the State’s police power and the constitutional authority conferred on the Legislative Assembly under Article II, Sections 18 and 19 of the Constitution of the Commonwealth of Puerto Rico to enact laws for the protection of the life, health, and general welfare of the people'; as well as under Sections 7 and 8 of Article VI of the Constitution of the Commonwealth of Puerto Rico.
