The Secretary of the Treasury is hereby authorized to delegate to officials or employees of his Department, appointed by him, such duties, powers and prerogatives vested in him by the Legislature of Puerto Rico, as he may deem necessary and proper for the exercise and fulfillment of such duties, powers and prerogatives.
