The Secretary of the Treasury shall have and keep an official seal, to be used in authenticating documents and papers certified and signed by him, by impressing the same thereon. The seal heretofore used by the Secretary of the Treasury of Puerto Rico shall be the seal of his office unless a new seal be adopted in accordance with the provisions of § 553 of this title.
