The Secretary of the Treasury is empowered to transfer to the General Fund of the Commonwealth Treasury the amount of those checks deposited in Debts Pending Payment Account-Commonwealth Funds, that have remained in said account during the preceding two (2) years without having been claimed. The funds transferred at the time of the approval of this act may be used as resources in the General Fund as of the closing of the fiscal year that ended on June 30, 2003. At the closing of the fiscal year, the Secretary of the Treasury shall notify, in writing to the last known address, the people or entities to whom the check was issued and the amount of which shall be transferred to the General Fund.Within ten (10) years from the date on which any unclaimed amount is transferred to the General Fund as set forth herein, the person who believes to be entitled to any of such amounts may claim it from the Secretary of the Treasury, and same shall be able to reimburse it with prior verification of the claimant’s right to same. Any legal claim submitted which must be paid against the funds transferred in this manner shall be paid against any of the available funds in the General Fund that are
