(a) The Secretary of the Treasury of Puerto Rico is hereby authorized to print, publish and dispose of informative material related with the Department of the Treasury when in his judgment the knowledge of such information by the public in general or by certain taxpaying circles will be in furtherance of the public interest.(b) These publications may be sold at cost of reproduction and the proceeds of the sales shall be covered into the General Fund of the Treasury. These publications shall be delivered gratis to the agencies of the Commonwealth or Municipal Government; Provided, That the Secretary shall determine, as to each publication, whether the same is to be sold or to be distributed gratis among private persons and entities.(c) The Secretary of the Treasury of Puerto Rico is hereby authorized to promulgate the necessary rules and regulations to enforce the provisions of this section.
