The amounts to be charged pursuant to the provisions of § 284 of this title:(a) Shall vary according to the categories or subcategories into which the requests are classified;(b) shall be determined after taking into account the average time to issue the opinion or document in each category or subcategory and the complexity of the matter, and(c) shall be paid in advance.The charges shall be reimbursed only if the Secretary of the Treasury refuses to issue the opinion or decision.
