The Secretary shall establish the procedures and promulgate the regulations necessary to put into effect the provisions of §§ 284—284e of this title, pursuant to §§ 2101 et seq. of this title, known as the 'Uniform Administrative Procedures Act of the Commonwealth of Puerto Rico'.
