The Secretary of the Department of the Treasury of the Commonwealth of Puerto Rico, (hereinafter 'the Secretary'), is hereby authorized to impose service charges for collection efforts and transactions performed on behalf of agencies, dependencies, corporate entities and other juridical entities to which the monies collected through the efforts of the Secretary or an authorized representative of the same are destined.
