A sabbatical leave program is hereby established for prosecutors, advocates and attorneys appointed pursuant to the provisions of §§ 291—295u of this title, and for property registrars and all other personnel as determined through regulations, with the purpose of providing them with the opportunity to pursue advanced or specialized studies or to conduct research, for the period of time and at the institutions authorized by the Secretary.
