The Secretary is hereby authorized to charge and collect for the use or to lease the administration and operation of the parking facilities property of or occupied by the Department outside of working hours. This determination shall be made with the purpose of covering operation and maintenance expenses of facilities and providing the community in which the Department is located with parking alternatives outside working hours.
