The Secretary or the official onto whom he/she delegates, in representation of the Governor, shall formulate before the Commission to Ventilate Municipal Complaints created by §§ 4851—4864 of Title 21, any complaint or charge against a mayor resulting from an investigation conducted by the Office of Comptroller Affairs and the Office of the General Prosecutor, without undermining the power to bring any other kind of action before the courts or any other forum.
