Family Advocates shall comply with the provisions of §§ 291—295u of this title, at the request of an interested party, after having verified through sworn statement or any other means indicated by the court, that the petitioner lacks the resources necessary to contract the services of an attorney pursuant to the eligibility norms that the Secretary establishes through regulations.
