The provisions of §§ 291—295u of this title do not impair or undermine the authorities and powers conferred onto the Secretary and the Department by other laws and executive orders that are not incompatible with its provisions, nor do they impair the powers inherent to the office of the Secretary. Furthermore, they shall not affect any program, office, bureau or dependency attached by law to the Department, or the functions of the Secretary and the Department as assigned by law in relation to other agencies.
