No provision of §§ 291—295u of this title shall be construed to modify, alter or invalidate the arrangements, agreements, claims or contracts executed by the Secretary or authorized officials, as well as the rights or obligations in effect at the time of approval of this act.No provision of §§ 291—295u of this title shall be interpreted to alter or undermine the authorities and functions of programs, offices, boards, dependencies and divisions created by law or by administrative provision unless otherwise provided in the future.
