Any reorganization, consolidation, coordination or suppression carried out by the Secretary of Labor and Human Resources under §§ 301—303 of this title in the various bureaus, services, divisions, and offices of the Department of Labor and Human Resources shall have the prior approval of the Governor of Puerto Rico.
