The power vested in the Secretary of Labor and Human Resources by §§ 301—303 of this title may not be used to make changes in the Department which may be in conflict with the provisions of Act No. 345, May 12, 1947, generally known as the 'Personnel Act', or in conflict with the changes made under Act No. 140 of April 28, 1949, known as the 'Reorganization Act'.
