Under the provisions of the Organic Act of Puerto Rico the Department of Labor and Human Resources shall patronize, encourage and develop the interests and welfare of the laborers of Puerto Rico, shall make efforts to improve their living and working conditions and shall promote their opportunities to obtain profitable employment.Besides the functions and responsibilities provided by labor protection laws and other laws in benefit of harmonious labor relations and worker well-being, the Department of Labor and Human Resources shall be the agency of the Executive Branch charged with implementing, developing and coordinating the public policy and programs geared towards the formation and training of the human resources vitally needed to fulfill the needs of the work sector.
