The Department shall be under the direction of a Secretary who shall be appointed by the Governor with the advice and consent of the Senate pursuant to § 5 of Art. IV of the Constitution of the Commonwealth of Puerto Rico.The Secretary may appoint such other officers as he may deem necessary to fully attain the purposes of this chapter.
