The Secretary shall designate a staff of examiners whose function shall be to preside over the administrative hearings to be held in the Department, both of a quasi-legislative and quasi-judicial nature.The examiners shall render a report to the Secretary or to his designee, in accordance with subsection (d) of § 341e of this title, on the results of each administrative hearing held, and shall submit their recommendations.
