The Secretary shall resolve the charges and complaints presented by the consumers of goods and services acquired or received from the private sector of the economy, and grant the pertinent legal remedies through the structure of administrative adjudication, within a term of one hundred and twenty (120) working days after the filing of the complaint, provided there is no just cause. As of July 1, 1986, the one hundred and twenty (120) working-day term shall be applicable to complaints regarding real property.
