Any consumer may file a complaint in the Department to vindicate the rights granted to him by the laws of the Commonwealth of Puerto Rico. In case the complaint filed by the consumer does not state any awardable controversy, the Department shall advise the consumer with respect to the solution of his complaint and/or shall refer same to any pertinent agency of the Commonwealth of Puerto Rico or of the United States.The complaints of the consumers shall be governed by the adjudication procedure provided in this chapter.
