The Assistant Secretary of Agriculture shall be under the direction of the Secretary of Agriculture, shall assist the latter in his duties, and shall have charge of the supervision of such divisions, bureaus, services, offices and dependencies of the Department as the Secretary may assign to him; he may substitute the Secretary in case of absence, sickness or resignation, and he shall also perform all the duties and obligations assigned to him by the Secretary.
