The Secretary of Agriculture is empowered to adopt any rules and regulations that may be necessary for the interior management of the Department of Agriculture or to carry out the provisions of §§ 351—362, 366—375 and 381—385 of this title and which are not in conflict herewith, and said rules and regulations, after they are promulgated, shall have the force of law.
