(a) The Secretary of Agriculture is hereby authorized to dispose of the income deriving from the operation of calcspar plants, for the payment of wages and of rentals on lands leased for quarries, and for the purchase of equipment and materials necessary for the production and distribution of calcspar.(b) Unencumbered balances remaining as of June 30 of each year from the operation of calcspar plants as provided in this section; shall be covered into the general funds of the Treasury.
