The Secretary of Transportation and Public Works shall have power to do or cause to be done, all things, and to decide all questions concerning the Commonwealth public works, which may not be provided for in §§ 412, 413, 417—423 of this title and §§ 1—5, 41—46 of Title 22, and as may in his judgment be most advantageous to the Commonwealth of Puerto Rico.
