The term Commonwealth roads as used in §§ 412, 413, 417—423 of this title, and §§ 1—5, 41—46 of Title 22, shall be held to mean all those highways or public roads that have been or may be built, and are or shall be maintained by Commonwealth funds, or those included in the general plan of roads to be built and maintained by Commonwealth funds as may hereafter be approved and enacted by the Legislative Assembly of Puerto Rico.
