The Bureau of Mines shall have charge of all questions regarding licenses for mining investigations; the registration, investigation, and delineation, of mining property; it shall institute proceedings for the granting of mining concessions by the Public Service Commission, and, in general, shall attend to all technical and administrative questions as provided in §§ 111—180 of Title 28; it shall investigate the mineral resources of Puerto Rico and shall do all the field work necessary to determine the extent, quality and commercial value of each of them; it shall promote and encourage the development of these resources by preparing maps, descriptions, and statistics in regard to said resources, as well as all other information for disseminating knowledge thereof, which shall be furnished to the public upon request, upon payment in internal-revenue stamps of the fees which shall be fixed by the Secretary of Transportation and Public Works.
