There is hereby created the office of Assistant Secretary within the Department of Transportation and Public Works, to be in charge of natural and environmental resources. Said government official shall be appointed by the Secretary of Transportation and Public Works and shall be comprised within the Exempt Service under Act Number 345, of May 12, 1947, as amended, known as the 'Personnel Act'.
