To perform the functions authorized by §§ 429—429i of this title during the year 1968-1969, there is hereby appropriated from unencumbered funds in the Commonwealth Treasury to the Department of Transportation and Public Works the annual sum of four hundred thousand dollars ($400,000). The necessary funds to carry out the purposes of §§ 429—429i of this title for subsequent years shall be consigned in the annual budget of expenses of the Government.
