The widow of every former Governor shall be entitled to a life annuity of ten thousand dollars ($10,000) payable in monthly instalments, while she remains a widow. Said annuity shall be paid by the Secretary of the Treasury in monthly instalments, and the receipt of any benefit under a pension system established by law of the Commonwealth shall be incompatible with said annuity. These provisions shall not bar payment of emoluments for services rendered to the Commonwealth or its instrumentalities, but the amount of such payment shall be deducted from the annuity granted by §§ 21—24 of this title.
