There are hereby transferred to the Department to be used, employed or expended in connection with the functions or activities transferred by this chapter, the records and property which are being used in connection with said functions or activities, the personnel now employed in such functions or activities, the appropriations and available resources or which shall be available to be used in connection with said functions and activities.
