The transfers from the Emergency Fund to the General Fund of the Government shall be made when the Secretary of the Treasury certifies to the Governor that there are general fund revenues in process of collection sufficient to meet the financial program for the corresponding fiscal year, and that such resources will be made available, by collection, within the said fiscal year, including the amount necessary to repay the advances requested in accordance with §§ 457-465 of this title.
