Disbursements from the 'Emergency Fund' shall be made through a resolution issued by the Governor of Puerto Rico, with previous recommendation of the Secretary of the Treasury, the Chairperson of the Planning Board, and the Secretary of Transportation and Public Works. In the case of the Commonwealth Emergency Management and Disaster Administration Agency, the Governor, with previous consultation with the Management and Budget Office, shall submit the budget of said agency for the consideration and approval of the Legislature.
