Any agency of the Government of Puerto Rico entrusted with the execution of any public works or for the benefit of which the execution of any public works has been directed may file with the Governor an application requesting the Governor to take charge of such works.Such application shall be considered by the Governor and upon approval by him the said applicant agency shall transfer to the Governor the funds, whether regular or loan funds, which may have been appropriated for such works.For the purposes of §§ 484-486 of this title the term 'agency of the Government of Puerto Rico' shall also mean any municipality.
