Upon approval by the Governor of the application and the transfer referred to in §§ 484 and 485 of this title, or after action has been taken pursuant to the provisions of § 485 of this title, and after the said transfer of funds has been made, the Governor shall proceed to carry out the public works involved in the transfer of funds approved; and shall, in accordance with the act which appropriates such funds for the execution of said public works, and in accordance with the laws of Puerto Rico applicable thereto, dispose for said purpose of the funds so transferred.
