In case of abandonment of the service, or threat of abandonment of the service, by a number of officials or employees of departments, dependencies, or agencies of the Government of Puerto Rico acting in concerted action, whether employed on a salary or daily wage basis, when in the judgment of the Council of Secretaries such abandonment determines an emergency in the rendering of the services entrusted to such officials or employees, whether employed on a salary or daily wage basis, the Governor of Puerto Rico, may, with the approval of the Council of Secretaries, declare a state of emergency to exist in the department, dependency, or agency affected.
