The Advisory Council shall have the following duties and responsibilities with regard to the provisions of this chapter:(a) To advise and counsel the Investigating Official’s Office regarding the norms that affect the implementation and administration of this chapter.(b) To make recommendations regarding regulations and norms authorized by this chapter, prior to their promulgation by the Office.(c) To perform the functions delegated on it by the Investigating Official.
