The investigating official may exercise all the powers, prerogatives and functions that are necessary and convenient to ensure compliance of the statutes and regulations that provide assistance and protection of the human and legal rights of disabled persons. To such purposes, the investigating official may consider, investigate, process and adjudicate petitions and complaints filed by persons with disabilities, their parents or guardians against public or private entities receiving federal or Commonwealth funds for the benefit of persons with disabilities.The investigating official shall likewise enforce the provisions of §§ 501 et seq. of Title 1, which forbids discrimination against disabled persons in public agencies and private entities. In the performance of this function, he may consider, investigate, process and adjudicate petitions and complaints as established in Section 12 of this Act in those cases in which any public agency or private entity discriminates against a person with disabilities.
