The effects of §§ 556a—556e of this title shall be circumscribed to the legal inability to hold public offices and the rendering of services to the Government of Puerto Rico, however the Director of the Central Labor Advisory and Human Resources Administration Office is hereby empowered to review each case on its merits and to decide as to the ability or inability, as the case may be, with due regard to the conduct and general reputation of the person concerned, as well as the nature and functions of the office for which said appointment is proposed.
