(a) All heads of departments, authorities, instrumentalities and political subdivisions of the Commonwealth of Puerto Rico, as well as the examining officers appointed thereby, are hereby empowered to administer oaths in administrative hearings held in their respective organizations.(b) The term 'head', as used in this section, means: secretaries, mayors, chairmen of boards or committees and all other executive directors of any department, dependency, political subdivision, agency, authority, or instrumentality of the Commonwealth of Puerto Rico.
