Any gift, donation, decoration, or office, conferred or presented by any foreign country or officer on or to any officer or employee of the Commonwealth of Puerto Rico shall be presented through the Department of State of Puerto Rico and not directly to the person; but such gift, donation, decoration, or office shall not be delivered to the person by the Department of State unless so authorized by the Legislature of Puerto Rico.
