Any resident of the Commonwealth of Puerto Rico who may discover or invent any process or device that may in his/her opinion, have the possibility of obtaining a patent from the Patent Office in Washington, D.C. due to its originality and usefulness, shall inform in writing about his/her scientific discovery or invention to the Committee hereinafter created, including in said report blueprints, drawings, photographs, models, prototypes or any other illustration which will enable the Committee to understand its operation, requesting that a patent for the same be applied for in his name and for the benefit of the Puerto Rico Industrial Development Company and of said person at the Patent Office in Washington, D.C.
